do you think acrylic paint will work?

No, not generally shiny enough.
How bad are they? rubbing some margarine into them might bring up a shine... I don't suppose you have any latex polishing spray?

they've just kind of pealed. I've put some PVA on them to stop them getting worse I was hoping to make them look less terrible with shoe paint
