AltAlt: IMHO there is little that can be done.

A mod won't ban him as he hasn't broken the guidelines listed in the FAQ.

Unless everyone put him on ignore he will still be around. He would only have to make a minor change to his username for the ignore to fail.

So unfortunately we are stuck with him. The only thing to do is to not reply to his posts (which I am now doing) - if we all stop responding there is a small chance he might fuck off.
