I think all kids are bullies at heart, or have the potential to be. They'll just see what your absolute worst self-doubt is, and use that against you.
As has been said before, it's usually just to stop themfrom being at the bottom of the pile. I was bullied a lot as a kid, but because it was more 'mental/emotional torment' rather than physical battering, I imagine those kids wouldn't describe themselves as bullies.
And even the popular kids have their own problems. No-one's teenage years are easy, or entirely good. We just have to man up and get over it, or we'll always be that 13 year old kid crying in the toilets at the school disco because Sam Metcalf said she was fat.
