I'm not generally a fan of management in these situations
but for once, I do generally believe they are doing there best to do a proper job of working out who they can keep and how else they can save money. it sucks that it's ben up in the air for a couple of weeks, but I'd rather they did the job right, save having to do this shit again, hopefully.
