They didn't change the rules to Scrabble at all. It was just a marketing thing for a new version called 'Scrabble Trickster' which came out last year. You buy the real version of Scrabble or play tournament or online and try to play a proper noun it won't count.
Another stunning win for marketing and PR over the journalistic values of every news outlet that reported it.
