type 192.168.0.1 (if this doesn't work try 192.168.1.0 or 192.168.1.1)
login to the router and fiddle til fixed

Windows has a dynamic IP by default, so it'll use whatever the router issues to it. He shouldn't need to go to the web portal unless he wants to open ports.

set your username and password (as in the login details for your broadband), then the rest will be automatic
