could he not get a buy to let mortgage,
and jut rent the old one out to cover costs until the market becomes more buoyant?

Let to Buy mortgages allow you to use an existing property as security, in place of a deposit.
So he would get one on his house, rent it out for a bit and have the mortgage to buy the new one.

A buy to let would be if he had a house already and was buying a property to rent out, as an investment.

Different products for different situations.
