if he isn't part of the freeholder, provided he complies with the terms of his lease, then he IS complying with his legal responsibilities. there'd need to be something in his lease obliging him to do this kind of thing. if there is, then the freeholder is the only person who can make him do it. via the courts if he refuses.
i'm not saying he isn't an anti-social cunt.

Which as I understand it allows the RA to get work done without having to involve the freeholder (who would charge a fee to manage it).
The articles place equal responsibility on all residents to play an active role in the management of the maintenance of the building, in addition to paying their contribution.

if more people had such things, their lives would run more smoothly. then the best bet is to highlight his responsibilities in the agreement and say, either join in or we'll get legal on your ass.
