And you're wrong by the way. There is a warrant out for his arrest on the charge of rape.
The "wanted for questioning" thing you bring up is simply a procedural thing because he's not in the country. The moment he is in their jurisdiction he will be arrested and charged with rape.

The Guardian spelled out what he's actually accused of, and it seems that the Swedish definition of rape is much like our definition of sexual assault, but of course you can't use that as an argument in court.
