but you need it to be pretty tight if someone starts earching around about,
so you need a real birth record. I can't see why the police couldn't just put a fake one in?

given the choice between taking people's records without the consent of their bereaved parents, and passing a law allowing a government department to issue fake records for this one tightly controlled purpose, i think the latter is more palatable, actually.
