Unless it's not ok for the Police to make up birth certificates for pretend people, but it *is* ok for them to hide the death certificates of real people.

The latter is certainly more disturbing than the former.

You need a birth certificate to get other government documents issued
They point is they don't by default check for a death certificate, and they're harder to check anyway as they're considered medical records.
