I think it's more tragic that poor George Osbourns calculations on government borrowing
are going to be out by over a billion because the 4G auctions didn't go as well as he hoped.

Yeah, but if you were in charge of a multi billion pound budget and were really relying on a large cash windfall
and someone told you that windfall might be between 1 and 3 billion pounds, would you base all your sums on getting 3 billion, or would you err on the side of caution and assume you would get at least 1 and anything else was a bonus?

I would give a range of possibilties based on best case, worst case and most likely scenarios
However i doubt the chancellor would be allowed to do this for the budget, but yeah he should've have taken a middling value
