Maybe he found out that his drug dealer's herroin supplier (the wholesaler) is a replaced one random bag in 20 with rat poison because he wanted to kill someone who done a drug deal wrong on him.
But then he accidently dropped it in the packet with the normal herrion and doesn't want to throw away 20 good bags of herrion just because one of them is poisoned.
