Course there is.
Check out the competition, write/source your menu, work out customers/covers to break even and then what will drive profit, poll the locals to understand what they are looking for from their pub, pitch for investment from the brewery if the pub needs a luck of paint, spend time in the pub drinking and eating to understand how well it runs and what the clientele are like etc etc

Or sit around and hope for the best
