Long story
The place WAS one unit - shop with flat - and has been so for probably 40 years. Owner lets out shop - with flat - to new tenant and fucks off to France to live. New tenant decides she doesn't want the flat and so the owner gets a letting agent to let out the flat (as he lives in France). With me so far?
It has transpired that:-
12 hours before I was supposed to move in, the agent didn't have the keys, hadn't conducted a gas or an electrical safety check nor had they 'deep cleaned' as promised.
The local council don't know the flat's separate although I've told them 'til I'm blue in the mouth
The utilities are still tied to the shop downstairs and there's no plans to separate them so I'm not paying anything.
The fire regs are being flouted to the point of comedy - I could list the infringements but I have a dinner engagement at 8 this evening and I'd run out of time.
The letting agent* is uncommunicative to the point of fucking invisibility until I turn up at their office and ask very pointed questions - then they go silent again. Rinse/repeat.

So far, I love the flat, I love the area and I'm happy. I just wish the agent would do what they're paid for.

Sounds like you need to move out.
I ain't no property lawyer, but I'd bet you're infringing on a few laws by knowingly living in a property that isn't legally a seperate address.

I've informed the local authority about my living arrangements - in writing - twice, so they shouldn't be able to give me grief
I'm a little more worried about the - ahem - 'relationship' between the owner and the tenant of the shop downstairs.

Use the shop address for passport and driving licence then.
