That's the only way I can explain this:

Generally we need more nipples and scrotums on the news.

is from "I Love Lucy". Lucille Ball would get herself into some bizarre situation, all hell would break loose, and at the end her husband Ricky Ricardo would come in, see the wreckage and say, in a sort of singsong voice, "Looooocy! You got some 'splainin' to do!" and stand with his arms folded.

Really, I hated that show, especially his patronizing attitude toward his wife at the end of each episode. But it did provide us with a very memorable catch phrase.
