How about
Positive reinforcement?

Every time they get upset, you wire a car battery to give 'em a jolt through the language-centres.

Do it enough and it'll become a Pavlovian response.

That's not how Pavlovian responses work. Although I might be able to condition them to connect themselves up to a car battery every time they get upset!

:edit: Doing that would probably just result in somebody that never, ever gets upset.
