I don't think anywhere is exempt
But you can be asked to sign a waiver allowing you to, legally, work more than 48 hours in a week.

Plus (if I remember right)
It's an average of 48 hours over 16 weeks or so, so a couple of normal 40 or so hour weeks will most often make the WTD ineffective.
