BBC incorrectly 'Using' Quotation marks?

I don't get it .. are they suggesting that he didn't die? Or do they mean in the Shakespearian sense "To Die"

Or Am I being an insuffereable git?

I think they're implying that those there rebels killed him.
They should stop running their mouths. If they know what's good for them. The quotation marks look unnecessary too.

I think
they're using them as direct quotes - 'he said..."charred"' - taken from an interview, rather than casting aspersions on the story.

it's not incorrect, they're just quoting certain words rather than the whole comment
