What you need is:
download.microsoft.com/download/2/0/e/20e90413-712f-438c-988e-fdaa79a8ac3d/dotnetfx35.exe

This is the full offline installer which will work on an unconnected machine, caution though it's 235MB so it might take a while to download.

Edit:
For future reference Microsoft call their offline installers "Network" versions usually so a search for "Whatever Network installer" will get you on the right path most of the time.
