He didn't insult anyone.
He made a mis-guided comment on someone's cleavage. Not his finest moment but not worthy of damnation.

As a woman, (despite the rumours contrary), I don't particulary like comments from strangers regarding my boobs but I do know the difference between friendly banter and sexual attention.
