The point I'm making is it's not illegal. Which means that if the system did not exist that provided these people with a lifestyle well in excess of what others earn working hard then we wouldn't have a problem. It's pretty simple. There will always be those who cannot work- and they should be looked after properly. There will always be those who *will* not work- and they should be provided for, but to a minimum standard with incentives provided for getting back into the work system.
