"I imagine" not a good way to counter a point.High end enforcment isn't "working" in any actual way, it's just slightly limiting supply, it's not a victory by any measure. It's just that everyone knows that they can't stop all drugs coming in so they lower their expectations.

If the number of drug takers remained constantthe amount of drugs imported would remain roughly constant.
