Is it something along the lines of
deal them into 26 piles of 2,
turn over 12?? (the bit I'm still checking) of them
add 13 piles to one half, 13 to the other.

You're on the right track with turning over
but you're not constrained on how many face DOWN cards are in each pile, just face up...
