Well...when a document is being drafted, the 'intentionally blank' comment is used to differentiate between intentionally blank pages and format problems. The comments should be removed as part of the publication process.

For exam papersIt is often done so that the questions can sit on a facing page to the supporting diagram/graph/prose/poem.
