I guessed it might be that before I clicked. I think the statues look pretty cool -- people tend to mention the angry baby but I find the one you linked to more amusing. The monolith is way cool and very impressive.
Edit: As for what it means I think you may have it spot on. Have you been to the park yourself? I ask because the sculptures, to me at least, fit together well and create a cool park. I've seen this sculpture mentioned on a "fail" site also and wonder why such a whimsical thing can stir up so much emotion.

The whole park is filled with sculptures like it.
I think they are supposed to represent the journey of life and, as I said, the monolith is awe inspiring, well it was to me at least.
