I have a mate who works in car parks and he explained.
There are pressure sensors before you reach the barrier, this activates the camera which takes a note of your number plate, the machine which issues the ticket does not give you a ticket unless the pressure plate has been activated with enough force (the weight of a small car).
This is me sticking it to you man!

The ticket that I was issued actually had my car's numberplate printed on it. Quite sneaky, and probably costs so much they have to put the parking prices up to cover it.

It really has only worked at one parking garage in the downtown area, and it is very old. But it's the only one I ever go to and so far, it has always worked for me.
