In cheap pencilsthe lead isn't always in the dead centre, so that when you sharpen them, the wood isn't trimmed back far enough

Aha!That could be it. I suspect it also doesn't help that the wood in question is the mankiest disease-ridden rot-infested garbage that someone could find in a skip somewhere. Sharpening it is like sharpening a sausage.
Apologies for the above image which, if taken a bit further, is utterly harrowing.
