I'm with Sitting Duck. The only reason people do Tai Chi outside is to show off.

Near me there's a karate school who meet in the local village hall each week. Unless it's a particularly sunny Saturday morning, in which case they go to the park. Not to the bit near the school, which is quiet and undisturbed; no - they make the 1/2-mile journey to the other end, so that all the people using the tennis courts and the skatepark and the pond can see them clearly.
