by shaking it up, you increase the speed that the heat from the water melts the ice (or in another sense, it moves the cold from the ice all through the water faster). if it just sits there, as most people do, it takes ages for the ice to melt and do its job ie the cold stays localised.
This is a trick a good bar tender would be well familiar with. Chuck some ice in and shake your cocktail.
