Yes, he pretty much was the first to sound like that.Part of this is because Roger Mayer was building his effects pedals from scratch, and often bringing new and updated versions to every gig.
I know it sounds a bit clunky and trite now - a bit like E. E. 'Doc' Smith's early scifi - but you have to remember that it was very early stuff and it would be nearly 20 years before anyone else would catch up.
