Hmmm...I can't speak for the piece you criticise as I don't know it, but I feel you're being a little unfair. What did you expect from an avant-garde composer who specializes in repetitive drone pieces for numerous guitars?
He may not be your cup of tea but Glenn Branca is quite an important figure in the post-punk/no wave landscape, his early work especially (try Lesson No.1, it's fairly accessible). At various times his ensemble contained future members of Sonic Youth and Swans, both bands who took major influence from him.
