Look, I'll level with you.
I base what time of day it is mainly on the position of the sun in the sky, not some arbitrary number system.
At this time of year at this latitude, the days last longer so the evening occurs later. It might well be evening in Scandinavia, but not here, not now. There are hours of sunlight left.
If mr horrible had wished me a good evening I'd have let it slide.

I'm pretty sure MGT rattles some knucle bones in a cup and throws them on a sheet of black velvet to gauge the time
"ohhh", she says "bad times are coming".

imma go with it now actually why not
(
Sir Sand GOBLIN ^popular page dis, Fri 17 May 2013, 20:15,

Because it's arbitrary.
The times actually move forwards and backwards because they don't fit the natural cycle. Noon is noon regardless of GMT, it's when the sun is above you. Afternoon is any point after noon - regardless of what the time in your time zone is. Evening is when it starts to get dark. Fuck you. Fuck all of you.

Not really.
Unless you consider morning, noon, afternoon, evening and night as arbitrary concepts, in which case well done for wasting your time and mine.
