I wouldn't offer a job to anyone with visible tattoos.
Obviously I'd find an ostensible reason not to make an offer, wouldn't want to get my collar (space) felt for discrimination.

Then again, tattoos aren't a protected characteristic (unless you're a Maori, I suppose) so employers are perfectly entitled to discriminate on that basis.
