According to the internets...It's because he was built from scrap parts of C3 units, which is partly explained if you survive Ep 2

Well there was also a silver version of the same C3 unitwhich you see pretty much first thing on the original film, so I always assumed the gold one broke a leg at some point so they replaced it from the silver model and dint have time to re paint it.
