it is the proper server, but by another name. It's the name that is unofficial, not the server. The server hosting the blocked image will be checking the http_referer field in the http request for the image. If it sees that the page the request came from is www.b3ta.com/board, or another of the ones on the list, it will serve it. In this case, it won't be, so it doesn't.
edit - www.b3ta.com and www.thewoo.com both resolve to the same ip address. It is indeed the same server.

if someone has just pointed their domain name at the board server's ip address, it will look like that. I'm fairly sure they're not running any code themselves.
