Flash is (amongst other things) an animation software package.
Flash is a particular type of animation, not animation in general.
There are other programmes out there which will allow you to animate, besides Flash. (But I don't know what they are).

but the most popular for producing b3ta-type gifs are:
1) Imageready (it come bundled with (Photoshop)
2) Animation Shop (it comes with Paint Shop Pro)
3) Macromedia Fireworks
You can also make animated gifs with Macromedia Flash, but you can also use it to make interactive movies with sound to.
None of those packages are free (Paint Shop Pro is the cheapest), but I think you can ger free trial versions of them all. There are probably some free gif animators out there too, but i have never used any of there.
As to which is best/simplest - best is a matter of personal taste and they are all simple to use when you know how. Google for tutorials once you get the software.
