the one on the left is telling the one on the right not to rush to the conclusion that the fez wearing stormtrooper cleaned his fez with the pink stormtroopers uniform thus making it pink due to fez colour bleed

yes, this is the intention of the pic.
Some people thought that the pink one was gay and was being comforted on a relationship problem by the other trooper.
Other people thought that the pinkness was a sign of the troopers anger.
