Actually, this is a narrow inner city passage
part of the old section. The outer areas are really modern. As for the location, it's in the lower part of the "toe" of the Netherlands.
Edit: which brings me to a bit of a gripe about the city structure...the local government refuses to properly asphalt the inner city which is still paved with cobblestones, leading to a seriously bumpy bicycle ride into town.

if you can't afford a bike with suspension,
try deflating your tyres by about 5 psi, might help...
The place I used to live in Norway had an 'old town' with cobbled streets, they can be a bit of a nightmare.
