Paint is fine
apart from no decent lasso tool and no anti-aliasing available.
Those two would add SOOO much to it.

I get round the lasso lack
by hand drawing round in a different window using a colour that doesn't appear in the picture and then pasting transparent onto the background, but it can be a pain . . . I have no idea what anti aliasing is . . .

Same here
I do exactly the same thing (using a lurid green usually) that's also how I do layers in Paint. I also have no idea what anti-aliasing is, I just know that when I click it in PS, it makes text look nicer.

What you can do is select a small piece of the background where you want to write the text, paste it into a new window, set it as background and write the text on it there, then when you paste transparent, it doesn't look so seamy but it's still a bit shite

Also, there's a website called www.cellsea.com/java-cellsea/media/index.htm that has a blur, which can be handy for making text nicer, but as it blurs the edges it can cause pasting difficulties

Usually I just compress it afterwards to do blurring, but I might try that as well.
