Your art has the simplicity of manga but not the style. It also lacks realistic proportions and angles. But I still applaude you for actually doing stuff and sharing it which is more than I do :)

Thank you! For a while I was working on proper proportioning, but this guy was a just a quick sketch so I could prectice my shading techniques. I've never really been good at realistic, and much better at cartoony things. My other stuff is more geared towards manga, see?

EG the head that's as wide as the whole shoulders looks really odd to me. The shoulders are different sizes but the other 'visual cues' that might suggest he's turned away from me slightly, are not there. One thing that really sets my mind shuddering is the curved and short arm that's passing behind his back :) Once you have most accurate proportions fixed in your head, such that you can draw a pretty decent looking 'realistic' guy any old time, then you can start to experiment with applying a cartoon technique to those fundaments.
If you're interested in improving (and your request for criticism implies you do), I have 3 suggestions.
1. Grab yourself one of those wooden posing dolls and practice poses and proportions with that. My one cost $5 at a market :) It'll help you get perspective and 'shortening' of limbs etc. sorted out.
2. Use a 2H pencil to sketch out the 'stick man' and basic proportions, then use 2B, 4B and 4B pencils to softly draw a body around the stick man and then work on fleshing it in. I suggest using pencils because reality doesn't have an inked outline. You need to get nearer the level of JollyJack before the inked outline starts to look good. Drawing the areas of tone is more realistic, looks better, is more tolerant of small errors and the skills will serve you well when you're wanting to shade line art.
3. Using those same techniques, grab a girly magazine and copy pictures from adverts. Cosmetic ads are great as they tend to have facial closeups and you can see the shading quite well. By copying over and over, your hand and mind will learn the shapes and techniques that will hold you in good stead when you want to do an original character.

My son has been using for about 4 years. He has been in rehab 2x. Once for 3 months and another time for 1 week. This past week he told me he is out of control and losing himself.

Clearly he's just not metally able to deal with rehab. I mean seriously... how much rehab can you get done in one week?
The only approach that I've seen work in these cases is chromatic discord aversion therapy. Simply, we lock the subject in a bright, isolated room and broadcast really crap music, only 3 songs, constantly. Barry Manilow and Milli Vanilli are personal favourites for this work. We also keep them awake continuously with bright lights and stimulants. Then after a month or so, after all traces of Herion have left the body, we stop the music and place the subject in respite care. Periodically we offer them junk and play one of the three songs at the same time. There is an instant averse reaction. After a few times the lesson is indelibly written. I've never seen a Herion addict go back after our treatment.
Of course, it isn't cheap...

fuck you everyone likes there own kind of music i mean i love mcr,lostprophets,foo fighters but i also love Anthrax, AC DC etc so lisen i like metal and emo so what if i like them both i can coz thats my sort of music and i bet thats what most people that your fucking dissing think its there sort of music so deal with it and they dont need a fuckin stranger to tell them that how they express them selves is wrong!and MCR lisen to metal Anthrax is one of there fav bands

If I were to treat you for herion addiction, I would not use MCR, lost prophets, foo fighters etc. I would still use Barry Manilow, Milli Vanilli and Betty Boo. Because even though everyone has their own tastes in music, no one seriously like that shite.
