I honestly don't know how it is appearing..

Someone mentioned clearing cookies earlier, and I did it about half an hour ago (I guess, I have no concept of time at the moment) and it has literally only just appeared!

It will be there, JUST BELIEVE =]

that the database is slowly being updated, user by user to add the feature. It's probably a low priority script so as not to bring the server down. So the higher your user number, the longer you'll have to wait.
This is what I'd do.
