but seriously I'm well impressed if a developer is managing to get a turbine within 2km of any residential property while still remaining within planning guidelines for shadow flicker, noise, tonal vibration, ice throw and access.

See, they could use an arbitrary distance like you suggest, or how about following the strict planning measures already specified with qualitative impact measures?
