but it's abbreviated from "1970s" so if you do use an apostrophe, it goes before it i.e. '70s.

Apparently you don't use one in this situation (unless you're shortening 1970s to '70s in which case the apostrophe goes at the front).

I generally know where apostrophes should and shouldn't go; in this case I was simply mimicing the mistake typical of the average sign-writer.
