I think if it had had the quick travel function of Fallout 3 it might have actually been less utterly terrible.
And also some better crafted missions, the whole emergent gameplay thing really didn't work so well on the actual missions. Was just a case of 'Do you want to play the mission, or travel miles to hear a plan your buddy could have told you on the phone which might make the mission marginally easier'

Using one of the boats ended up being the quickest method, but it still took ages.
If it was more spaced out but with denser bases and enemies and you could actually clear out enemies it would have been a lot better.

It's terrible, really- repetitive missions, broken AI, Malaria etc- but I do quite like it in small doses.

No real boss. In fact there no real bosses anywhere in the game.
That said, it was a fun ride first time through up until that point.
