I would have masked the wheel rims and applied a circular motion blur to them.

not learnt to mask yet, just learnt how to colour people blue and am trying to match skin tones but where/what is the blur tool.

will prob have to google it.... I'll get there. You can see that all my pics lack blur or movement.

If you click and hold on smudge it'll turn up.

Although Michael Ellis is talking about the motion blur filter, which is under the filters menu.
