I'm not sure.
I don't think there is a central body that decides what is racist and what isn't it's all about social acceptance and what the media tells us. Singing the national anthem would appear to be socially acceptable but I have no idea why. Its basically just "La la la, I'm better than you due to the country I was born in. La la la, you are shit because you come from a different country" and singing that probably wouldn't be seen as so acceptable. I certainly wouldn't sing that or the national anthem and I have a lovely singing voice too.

but singing an anthem does not make you racist. Acting negatively towards a person of another race makes you racist, not being proud of your own heritage.
