I've been aware of the issue for years and bumped into it yet again in the last week.
(I have as little to do with Macs as possible and generally only deal with Windows because I'm paid to...)

There are a number of factors at play.
Your example above is a UNC format path, which doesn't exhibit the problem, but trying to write to that using a DOS style path (which is often the default) will cause issues, even using the command line and on standard Windows 10.

I did it all via CMD and md and cd.
I think the limit is in File Explorer which does complain where CMD or PowerShell or Git Bash don't
