He had an array of weapons there. He could have taken control of the van very easily.
More likely he's the junior or work experience kid and it's his first time in that situation.

Sidedude is doing pretty much what he should be doing in that situation.
Aside from the dubious legality of his opening the window and shooting, opening a reenforced window in that situation is not clever; firing out of it when there's who-knows-how-many bystanders would be incredibly irresponsible.
There'd've been trackers on the vehicle, and a panic button. At that point, there was nothing more he could or should do.
