The original paper may have been an accident
But I know one of the people who reviewed the paper who knew exactly what he was doing, allowing the acronym. He said he was crying after the first page. The whole thing is a little odd though, because many Chinese academics use native speakers to check their English. Someone must've been paid late or owed on an old invoice.
